The Ministry of Finance is tendering, for Maldives Digital Service, the national data exchange platform. The qualification wall shuts out every young firm, but two clauses force every foreign bidder to have a Maldivian partner on the ground for two years. That partner should be us.

The wall. Flip it and watch the route appear.

Section III of the RFP is pass/fail. Miss one row and the proposal is non-responsive before anyone reads it. Synthera is a 2026 company with no audited years, no USD 750k turnover, and no five national data-sharing deployments. A joint venture does not fix it either: the five-year general-experience gate applies to each JV member, so we would sink the partner.

The door. Two clauses make a Maldivian partner necessary, not nice.

ITP 31. A subcontractor's qualifications are not counted toward Section III at all. Only eligibility and sanctions checks apply to us, so the prime carries the qualification and we carry the delivery. A firm may be a subcontractor in more than one proposal (ITP 4), so we can even sit inside two bids.

The Local Representative clause. A proposer not doing business in the Maldives must show an in-country agent able to run maintenance, support, training and warranty obligations. That is 12 months of warranty plus 12 months of maintenance, in country, which a Tallinn or Tampere firm can only buy from a Maldivian partner. The RFP runs in English; we add Dhivehi on top.

Add the physical facts: the proposal is a hard copy delivered by hand to Ameenee Magu, the pre-bid is on Maldives time, the pilot agencies need someone who can walk into their offices. The RFP was written for a foreign platform with a local partner. We are applying for the second half.

What we would author in the proposal. Of the 100 technical points, 25 sit squarely in our scope and another 25 are co-written with the prime. The prime owns the core exchange, trust services, security and hosting. We own what needs Maldivian hands.

The primes. Three verified doors, one rival already in Malé.

Two research passes (Gemini and Grok Bot) produced eleven candidates. I then had every contact and reference re-fetched from the vendors' own pages today, with a second skeptic pass trying to refute each one. What survived is below. Names and roles are on the page; the email addresses are in the outreach drafts.

Cybernetica AS

Architect of the original Estonian X-Road. Product: UXP, Unified eXchange Platform.

Why first. Their Bahamas deployment is the closest thing to MDX that exists: a small island state, cloud-hosted UXP, delivered with a local managed-service partner. Malaysia MyGDX runs the same model at scale through an exclusive local partner, 80 agencies and counting. Ukraine, Greenland, Namibia, Benin, Tunisia and Aruba are live. They already know how to work with a firm like us.

The catch. UXP is proprietary. The RFP prefers open source (5 points) and vests foreground IP in the Government. They need an answer for that, and the outreach draft puts it on the table early rather than letting it surface at evaluation.

The rival: VS ONE WORLD with WSO2

VS ONE has been a WSO2 value-added reseller for the Maldives since July 2021 and runs a delivery centre in Malé with a locally based managing director. They were the systems integrator for Tonga's World Bank-backed national API platform on WSO2. A small-island reference and an in-country office: they clear the gate we cannot, and they do not need a local representative because they already are one.

Their Maldives work so far is resorts and one bank, no government. They lack agency relationships and AI or analytics scope. WSO2 outreach is on hold; if the Nordic primes decline, VS ONE becomes a late-stage door rather than only a threat.

Dropped. TCS and Wipro have no named X-Road-class platform anywhere and treat local firms as body shops; parked as backup. Solveetech (Kathmandu) is on the NIIS list but its own site shows no data-exchange work. Nobody in the field has a documented Maldives government contract: the incumbent adviser is D4DInsights, who wrote the February 2025 data-sharing roadmap that this RFP descends from, and that roadmap is API-federated, not X-Road. So we pitch every prime on "X-Road-class plus the API and AI layer", not on X-Road purity.

The money. Drag it.

Contract value is not published. The World Bank procurement plan puts open international goods contracts at USD 1M and above, and the whole project grant is USD 10M, so USD 1M to 2M is the honest range. Our teaming terms ask for 18 to 25 percent of the fixed price plus a 24-month support retainer priced into the recurrent-cost table, with 12 percent plus retainer as the floor.

Entity and risk. What can go wrong, and what it costs us.

Synthera Systems Pvt Ltd is the contracting entity: it signs the teaming letter and letter of intent with the prime and is named as subcontractor in the proposal and the contract appendix. From our side the technical envelope needs the business registration certificate, GST registration, the ES Code of Conduct form, and a Power of Attorney for whoever signs as local representative. Everything else in the envelope is the prime's.

Six named experts with seven years each. Our staff appear as non-key delivery only, by design, so a thin CV on our side can never sink the bid.
